4.1. INTRODUCTION
Every year a large number of natural and man-made disasters occur all over the world and on the territory of the Russian Federation. In most cases, they arise suddenly, lead to the destruction of urban and rural infrastructure, cause significant material damage. The most important after-effect of disasters is the death and injury of people by various factors of emergency situations. In this regard, managing health-related after-effects of emergency situations is of particular importance. Timely provision of necessary medical care, evacuation of the afected people to medical institutions, their further treatment, anti-epidemic work can significantly minimize human losses in emergency situations.
