9.1. THE CONCEPT OF THE UNIFIED STATE
HEALTH INFORMATION SYSTEM. INTEGRATION WITH ELECTRONIC GOVERNMENT AND REGIONAL PUBLIC SERVICE PORTALS
On April 28, 2011 (Order of the Ministry of Health and Social Development of Russia No. 364) the Concept of Creation of the Unified Public health care Information System was approved. According to the further development of the concept of healthcare system automation in the Russian Federation until 2020 »A state information system of personalized medical care accounting (the System) should be created, which will ensure prompt accounting of medical care, healthcare institutions and medical personnel». In order to achieve this goal, the following main tasks are to be accomplished: сreation of a personalized medical care accounting system; creation and implementation of an automated system for managing electronic medical records. It is assumed that primary information sources for the formation of System elements should be medical institutions.
The definition of the Unified State Health Information System (USHIS ) is as follows. USHIS is a set of information technology and technical tools that provide information support for the methodological and organisational activities of health system participants. In addition, the definition of USHIS can be presented in another way. USHIS is an automated system aimed at providing information support for the functions of the Ministry of Health of the Russian Federation (MH of the Russian Federation), federal services, federal agencies and state extra-budgetary funds coordinated by the MH of the Russian Federation.
USHIS components are like solutions aimed primarily at streamlining statistical and financial control of the health care system, consolidation and maintenance of statistics in electronic form.
